The Grande Bibliotheque du Quebec presents a series of complex and related problems.  The various collections must be housed and the building must be welcoming to readers.  The design must be responsive to new technologies and flexible enough to respond to new technologies and changing organisations.   Central to all these problems is the nature of the building as a public edifice.  
In this role the building should foster community activity and debate.  It needs to be a site of democracy and inclusion.  This is Montreal's library and all of Montreal should feel welcome here.  Finally the Grande Bibliotheque du Quebec must be a building which reflects the unique cultural and regional presence of Quebec
